Flowey is the final boss of Section 1 - In Ruins, in both the Normal Route and the Obliteration Route. He has a LV of 99, according to his CHECK description. He will appear right before Kris and Susie manage to exit the RUINS, grabbing Kris with his vine and attempting to take their SOUL, before Susie manages to strike the vine to free them.
